Description
- A separate, formal, district email contact system to track volunteer email
address and position and provide on-the-fly distribution lists
- Used for district announcements by teams from the Director, Executive,
Commissioner, Chair, Finance, Program, and Administration departments.
- The prototype should be up and running by end-August to support membership
and finance efforts
- Regarding capabilities, we have VisualStudio.Net, FrontPage 2002, SQL
Enterprise Server, Office XP, Dell 1.8GHZ 1.0GB development machine, 1.5M
broadband developmentconnection, 50MB SQL DB set up for us on host service.
Specification
- This system should be self-serve, allowing volunteers to update their own
preferred email address for district announcements and their current or recent
contact positions.
- Volunteers should be allowed to specify their announcement preferences
(e.g., Cub Scouts, Boy Scouts, Venturing, Other) with the understanding that
registered key leaders WILL get email announcements, which announcements
will, however, comply with their stated preferences and have no ads.
- This system should be implemented using a commercial-grade, back-end
database with an on-line, web-based, front-end public interface.
- This system should be linked to from District web sites.
- Data should be maintainable individually by users and wholesale by
district database administrators, using user-friendly tools.
- It should be implemented for under $200/yr. out-of-pocket expenses and
under 100 hours/yr. technical effort. Data should be cross-checked with the
BSA database of registered leaders approximately twice a year, allowing for
the issue that BSA records are lagged. The Mustang District Email Database
should be kept as consistent as possible.

- The formal district email contact system differs as follows
- It should focus on CURRENT scouting contact roles (e.g., finance,
program, membership, training) for district teams to work with
- It should focus on EMAIL as the primary contact method (phone and mail
address are secondary but will be allowed for)
- It should be programmed to be updatable by the volunteers themselves
directly from their computers (with appropriate passwords)
- It should be used only by district teams to make announcements for
district initiatives
- It should have no ads
- District teams should be able to pull sets of email names off the
database querying by membership role, publicity role, unit type, and so
forth
- District teams need the flexibility to add additional functional roles
